The provincial administration
The Office of Niederösterreich´s (Amt der NÖ Landesregierung) supports the provincial government in fulfilling its tasks. Apart from this, the provincial government is in charge for other of 21 other district governorships and 4 statutory towns which also deal with administrative tasks.
The provincial administration has a superior role in sovereignty matters, meaning it can issue legal provisions binding on the citizens and also carry out those tasks transferred to it pursuant to the Federal Constitution (these include the implementation of the provisions of commercial, water, forestry, building and driving laws) as well as acting as a concurrent player in civil-right dealings with its citizens - for example, it sets up and operates hospitals, builds and maintains highways and awards subsidies.
